Information and advice about care and support

From 1st April, information about care and support, including the new provision for carers, is available online at mylife.devon.gov.uk. This resource will be developed in response to user testing over the next few months and feedback is welcome: please email webteam@devon.gov.uk. Planned improvements include:

  • improved content and online tools
  • alternative formats
  • further work with partners to ensure the directory is accurate and up to date
  • online services including self-assessments (October 2015) and care accounts (April 2016)

Devon County Council has been co-designing and co-producing an effective public information and advice network with partners and stakeholders. We have collated and sourced content for a new website, including the Devon Community Directory, to inform members of the public about the new arrangements.

National minimum threshold for eligibility

Building on the strong practices that were already in place in Devon, a new eligibility policy has been developed with guidance for staff. The new eligibility criteria will feature in the assessment process.


Assessments (including carers assessments)

A refreshed My Assessment form is being launch which incorporates changes in line with the care act guidance. A new process for carers assessments has been established. New options will be available to individuals allowing them to complete a pre-assessment (to check likelihood of eligibility) and a paper based supported self assessment.


Supporting carers - key messages

‘Caring’ for someone covers lots of different things, like helping with their washing, dressing or eating, taking them to regular appointments or keeping them company when they feel lonely or anxious. From April 2015, changes to the way care and support is provided in England mean carers may be able to get more help so that they can carry on caring.

Universal deferred payment agreements

To date Local Authorities have had the choice of whether to offer a Deferred Payment Agreement; the Care Act makes this mandatory. The change in legislation will have no impact on Devon, other than the potential impact on volume, as we already offer this facility. Devon County Council have reviewed the current universal deferred payments agreements in line with the care act requirements.


Developing the adult social care market

Under the Care Act Devon County Council is working to ensure a diverse and sufficient social care market.

Devon County Council is developing a range of sector specific business support, workforce development and skills packages for social care providers. In addition, Sector Leads are being appointed to work with providers to ensure sufficiency and diversity in the market, and to start a conversation between Devon County Council and social care providers. Further information on these should be available Summer 2015.

General business support is available to all businesses including Adult Social Care providers , through the Rural Growth Network, which can provide face to face advice on developing and growing your business. The final regulations for Part 1 of the Care Act  is essentially the nuts and bolts of several key parts of the Act, including eligibility criteria.
